"It's gang war on the streets of New York...when a bunch of half-pint racketeers go "civic-minded' to put the skids under a crime czar!"

A street kid becomes a police officer when he discovers that crime doesn't pay. A childhood friend of his is in prison on charges of a murder he did not commit. The agent investigates to find evidence that can exonerate his friend. Meanwhile, the prisoner's brother comes into contact with a gang of counterfeiters and uncovers evidence that could exonerate his brother. At least if he finds someone who believes him.
