Steve Kiever is a young lawyer who works for an insurance company. He hears his employer comment that he is paying a ransom to recover a stolen batch of goods and avoid a much larger claim. On his own initiative, Steve arranges this transaction for a nice commission. However, the criminals see in Steve the ideal man for many future illegal transactions. Steve becomes increasingly involved in these criminal activities and when he is approached by Detective Matt Duggan, he is willing to work for the police.
