Max Hoover leads the dreaded Hat Squad, a group of independent LAPD police detectives. Along with this squad, Hoover is more feared than the mafia. When Hoover's former mistress, Allison, is murdered, everything changes. The secret meetings turn out to be taped and that poses a major threat to Hoover's married life. But there's more: He learns that his mistress's death is just one part of a conspiracy that stretches from the White House to a nuclear testing zone in the desert.
