Former criminal-turned-private detective Horatio "Boston Blackie" Black tries to track down the maniacal killer James "Jimmy" Cook. Blackie has to find him, because Cook pretended to be Blackie during his murders. Cook, meanwhile, has kidnapped Blackie's girlfriend Sally Brown in hopes of keeping him at bay.
