The film recreates a major financial scandal in Dixon, a peaceful small town in the state of Illinois. Rita Crundwell was a city controller there from 1983 until her arrest in 2012. During that period she managed to transfer $ 53 million from the municipality to a secret bank account that only she had access to. With this fortune she built up a renowned horse stud and lived like a princess. How could Crundwell go about her business for all these years without a rooster crowing and how did the affair finally come to light?
