"No one is above the law."
Lex Luthor was elected president of the United States during an economic depression. His goal is to make all the superheroes work for him. His intention behind it is that they can no longer oppose him if he takes over the world. Meanwhile, Batman and Superman fight crime in their own way. Luthor puts a $1 billion price on the heads of Superman and Batman. These join forces to stop Luthor.
