Clem Rogers, better known as "The Hanging Judge", comes to Stone Junction, Kansas in 1889 to judge Pete Stone on trial for murder. Pete is the son of "Big Tom" Stone who has the town in his pocket. Things get more complicated when Rogers finds out that Joe Rile works for Stone. Rile is the killer of Rogers' father. In an attempt to discredit Rogers, Stone has his men beat up Ellie, leaving her unconscious and half-undressed in Rogers' hotel room. On the day of the trial, the city fills with strangers, all dressed in black and hired to attend the trial. Stone tells Rogers that all those men have relatives who were once hanged by Rogers and that they are armed. Stone challenges Rogers to sentence his son to the noose.
