"In the future, the Mutants rule!"

A group of Protestants calling themselves the Mutants have taken control of several streets in a major city. The mutants all suffer from radiation poisoning and when the gang leader is murdered by a student, the mutant Splatter embarks on a revenge campaign against the 'ordinary' people.
