In post-apocalyptic Yokohama, the population is tightly controlled by a ruthless and crazed mayor. The population is no longer satisfied, however, and a police officer and a hobo join a group of rebels to free the population from the mayor's yoke. As a means of pressure, they kidnap his son, among other things, and want to force him to resign in this way.
