Among the new criminals to be jailed is a robber, who wants to escape as soon as possible. Under the current leadership you can get cigarettes, whiskey or candy and are kindly asked to hand over your gun, but no one has ever escaped. However, at the request of the community, a non-corruptible director arrives and uses the prisoners to turn it into a real prison.
