Judge Alvin Kirby is blackmailed and forced to let some outlaws go. Kirby was once a partner of Roy Roger's father and when he reads in the newspaper that Kirby is in trouble, he drives out to help him. Upon arrival, Roy soon realizes that he is being mistaken for one of the 'outlaws' and that his presence in the city appears to be undesirable. But he stays, and by pretending to be one of the "outlaws," Roy hopes to learn more about the root of all the trouble.
