Tough cop Danny Dolan falls in love with Sally Kelly, a waitress at a dockside bar, who likes him too. But when Sally starts acting strangely, Dolan suspects the notorious criminal Johnnie Hale is behind this. Sally behaves this way because her sister is having an affair with Hale and is forced by him to participate in his activities.
