Water is set in colonial India in 1938, when Mahatma Gandhi comes to power. The story begins when eight-year-old Chuyia loses her husband and is sent to a house where Hindu widows in captivity spend the rest of their lives. The small, fiery Chuyia profoundly influences the lives of the other widows. So is the life of Kalyani, a young widow who falls in love with the idealistic Gandhi follower Narayan.
