The 49th Man plot

"PLOT TO BLAST AMERICAN EXPOSED!"

The head of the Investigative Division of the United States Security Service, Paul Reagan, helps John Williams hunt down a group of criminals who have smuggled nuclear bomb components into the United States in specially designed boxes. Williams has traced a network that runs to Marseille in France. There he meets the attractive Margo Wayne in a cafe on the harbor and has to determine that she is involved in the conspiracy. Williams is then called back by Reagan and is told that the entire assignment is a security check ("war games"). Reagan has learned through this exercise that there is a security flaw and that nuclear spies are active.
