At the Correctional Institute for Young Women, sadistic administrator Riggs (Cecil Clovelly) and chief of treatment Beuhler (Gunst Coppin) hold sway with iron discipline. The humanistic psychiatrist Dr. Jason (Paul Henreid) and Assistant Superintendent Ruth Delivery (Catherine McLeod) disagree with the degrading disciplinary methods advocated by Riggs and Buehler. dr. Jason is an advocate of a human approach and occupational therapy, and knows how to convince Ruth of this. But as long as the institutionalized girls are afraid to speak openly about the abuses in front of a research council, Jason can do nothing about their abuse. Fortunately, one of the young ladies Loretta Wilson (Anne Francis) decides that enough is enough. She finally blows the whistle on the degrading and painful situations for her and her fellow delinquents.
