Cartucho plot

Of all the hellholes in the world, El Cartucho in the Colombian capital Bogota was perhaps the worst. In the 1980s, the colonial district fell into the domain of the drug mafia. The street was rife with drugs, people and garbage. This city portrait paints a penetrating picture of El Cartucho, but also the DNA of a problem. In 2000, the neighborhood was bulldozed to make way for Tercer Milenio Park – a concrete expanse – in an attempt to erase history in one go. Guess what: it doesn't work. Director Andrés Chavez switches back and forth between archival footage from the 1980s and 1990s, images as rough as the streets were, and the clinical now. The tens of thousands of people who died in El Cartucho are not silent.
