During the American Prohibition, the mobster Edward Carson made a fortune from illegal liquor smuggling. However, his lawyer makes sure that he has to go to jail for a long time for tax evasion. While Carson is serving his sentence, the liquor ban is lifted and illegal booze can no longer make money. Carson's accomplices then see kidnappings as a new way to earn money. They kidnap Thomas and Lila Penfield, the son and daughter-in-law of Judge Penfield, who presided over Carson's trial. Carson is given the option of early release on the condition that he assists the police in tracking down his former accomplices.
