Undercover cop Paul White infiltrates Vin Serento's gang of illegal street racers who roam the streets of Los Angeles. The gang plans to get their hands on crime boss Juan Carlos de la Sol for his money. The gang's plan is both daring and ridiculous, turning the entire city upside down. But to put it in Vin Vincento's words: It's not about the car you drive, it's about the driver who drives the car.
