As Japan prepares for the 1964 Olympics, the police begin to succumb to pressure from the public and press. Their meddling will add a new dimension to the war for power among the yakuza families in Hiroshima. Takeda (Akira Kobayashi) tries to calm the mutual differences but his hot-tempered underlings create chaos. While the police round up hundreds of yakuza, Shozo Hirono (Bunta Sugawara) prepares a retaliation to take out his old adversary Yamamori.
