Fred F. Sears was a director who mainly made a bunch of movies with producer Sam Katzman. Sam Katzman was a producer of low budget genre films. Unlike later figures such as Roger Corman, Katzman worked with many studios. Katzman made everything that could be sold: films with East Side Kids, jungle films with Johnny Weissmuller, of course a whole load of westerns and often crime films with a noir tint. Part of it was based on the interrogations in the US that made it clear that organized crime existed. Those movies often had a city in the title and were marketed as the movie that exposed all of the city's crime. This movie is Katzman's chicago movie.

Despite the low cost, there are local shoots in Chicago and Abbe Lane was hired with her husband. Lane was a singer and actress with a sexy reputation who was not averse to a riot. Exactly what a man like Katzman wanted. Dennis O'Keefe is the big man here and a pretty big star by Katzman standards. O'Keefe made a lot of noirs.

After a strong start, this film needs some time to live up to its sensation. The build-up goes with some fits and starts, but in the second half it comes off well and the end is quite exciting. The film is not special, but the cast is good and it is extremely interesting to see such a sensational film from that time.

I can largely agree with the report above. The beginning of the film is somewhat boring with an introduction via a voice-over about the end of the Capone era and the void it leaves behind in criminal circles and new crime bosses who want to take over his place in organized crime.

Then we have some kind of meeting in which the police and politicians want to deploy an undercover agent to expose the organized crime that is now operating in a more sophisticated way.

After this slow beginning, the main character is introduced and the film slowly gets better, the characters also get enough time and towards the end the film becomes more and more exciting.
