Barry Amsterdam is a bookkeeper determined to steal the goods and money from gangster boss Arnie Valent. Winning Valent's trust, Amsterdam begins collecting evidence against him. For a while, it looks like the tough Amsterdam will play its part in Valent's operation nicely.

I can largely agree with the report above. The beginning of the film is somewhat boring with an introduction via a voice-over about the end of the Capone era and the void it leaves behind in criminal circles and new crime bosses who want to take over his place in organized crime.
Then we have some kind of meeting in which the police and politicians want to deploy an undercover agent to expose the organized crime that is now operating in a more sophisticated way.
After this slow beginning, the main character is introduced and the film slowly gets better, the characters also get enough time and towards the end the film becomes more and more exciting.
