The film is set in a small village on the Yangtse River. The thirty-year-old introverted Mai Qiang operates the signal flags here to navigate the ships on the river. A good friend of his is convinced that the timid Mai would be freed from all his problems if he found a wife. Chen Qing, a widow with a young son, is a receptionist at a ramshackle hotel. Because she's getting married in the near future, she ends the relationship with her boss who she has been doing sexual favors for for years. After Mai and Chen first meet, Chen's boss tells the police that Mai raped Chen. But eventually the truth comes out.
