America, the 1920s during Prohibition. Ruth Kane dies in a traffic accident when her young driver is distracted by a bathtub of gin. Next, her brother Bob Kane vows to fight booze smugglers and he becomes an officer specializing in ban enforcement. Meanwhile, Rose Carney, who is looking for her brother Matt Carney, comes to town. Matt works for illegal rum dealer Joe the Greek. The corrupt tax inspector 'Slip' Blaney teams up with Joe the Greek.
