The Courageous Dr. Christian plot

After visiting Squatterstown, located outside the center of River's End, Dr. Christian sure. Something must be done about the appalling living conditions of the people. His plan is to build houses in the center, but the city council is against it. Only if he buys Mrs. Norma Stewart, who has a crush on him, gets the plan approved. But then a contagious disease suddenly breaks out, which makes the residents of River's End think.
