After the death of their mother, fourteen children are left behind in a damp room in a ruin. The elders, Reg and Sylvia, want to keep the family together, but the official authorities think otherwise. When they refuse custody of a foster mother, the children are placed in different places. Reg starts a fight to reunite the family.
