""No boy is bad, if given a chance!""

Father Edward Flanagan is convinced that every boy is basically good, if given a fair chance. He founds Boys Town, a kind of youth institution that is difficult to educate. Whitey grows up gallows and rad in his big brother's gang, but ends up in Boys Town. A little later he flees again. Father Flanagan wants both to get Whitey back and to raise money to continue building Boys Town.
