Mothers plot
Zhang Qing-mei is the director of Woman's Care, the birth control center in a small Chinese village. Through the village speaker, through which sung and spoken odes to Mao Zedong blare at other times, she calls on women to have their mandatory IUDs checked. The one-child policy has gripped the village more than ever now that the quotas have been adjusted by higher authorities and twice as many women have to be sterilized. Those who do not cooperate have to pay a lot, and those who do not pay lose residence and school permits for the children already born.
