Since the welfare state has had to make way for the participatory society, more responsibility and self-reliance have been demanded from citizens. Social assistance benefit is not just a right, but a facility for which you have to give something in return. Rotterdam has been anticipating these developments for some time and is known as one of the strictest municipalities in the Netherlands with an often controversial approach.
