"Justice in the field."
Tokyo, Odaiba district. It was once a sleepy part of the city. It is now a lively destination for tourists. Long derided local police are now busier than ever with missing children and traffic jams. One day, a mysterious call arrives at the police station. Bored with his day-to-day tasks, Agent Shunsaku Aoshima accepts the call. Arriving at his destination, he sees a corpse that has been tied up in a strange way and that should have been there for some time.
