Odoru Daisosasen plot
When the Police Commissioner is kidnapped, the Metropolitan Police (MPD) sets up a team to investigate the kidnapping in the Bayside area. Detective Aoshima also tries to interfere with the investigation, much to the dismay of the MPD.
