Akuma no Machi plot

Notorious killer Oba and his right-hand man Hayasaki escape from prison. Hayasaki tries to raise money through horse races to ship Oba to Hong Kong. However, Oba has plans to get revenge on the policeman who arrested him and to rob a bank.
