Zachary Hicks is nominated at the Progressive Party convention even though he is unlikely to become governor. Kay suggests to the bosses that Hal Blake, with whom she is in love, become the campaign manager. Hal is currently in jail for failing to pay his alimony to Maybelle. Kay manages to persuade the board to pay him a visit in prison. Convinced by his speech, they pay his bail and alimony. Hal is now assigned as campaign manager.
