In an alternate course of the past, Japan was divided into a southern and a northern part by the war between the Union and the United States. The Union has built a huge tower on Hokkaido, the purpose of which seems a mystery. Spending the summer in the tranquil Japanese countryside daydreaming about the abandoned jet fighter they found nearby, three children become fascinated by the mysterious tower they see in the distance. They promise each other that one day they will fly to the tower to unravel the mystery.
