The ten invulnerable Villains live in Villain Valley. When two of them rob a money transport, Eva (Man Cheung), ultimate ruler of Martial World, wants to capture all ten of them. The eight innocents naturally disagree, after which the fight breaks out. Eva's husband falls into a coma and her son Fishy (Andy Lau) goes missing. She withdraws and vows revenge in 18 years. Eva adopts a girl, Eva More (Brigitte Lin), to soften the loss of her son. She trains her so that she can succeed her as a ruler. 18 years later, the ultimate battle for dominion of Martial World begins.
