An American 'technical expert' in Uruguay in the 1970s is taken hostage by the Tupamaro guerrillas. They have been fighting the Uruguayan government for years. They want to exchange their hostage for comrades imprisoned by the government and also expose the secret American involvement in the fascist dictatorship.
