"They destroyed his life... Now he'll destroy them all."
Chinese mechanic "Steelhead" (Jackie Chan) illegally enters Japan to look for his girlfriend Xiu Xiu. Together with his comrade Jie, he works hard to earn a living. When he finds out that Xiu Xiu is married to the Japanese yakuza boss Eguchi, he decides to work as a hit man for the yakuza. He takes work from Eguchi but soon becomes entangled deeper and deeper in the mafia network.
