The film is a remake of Fritz Lang's 1931 classic, this time set in Los Angeles instead of Berlin. David Wayne is a child murderer who is being tracked down so thoroughly that the rest of the criminal underworld has a hard time functioning. Marshall, the leader of a syndicate, organizes a manhunt for "M" himself with a band of bandits to bring justice, and in so doing keeps the police away from them...
