“You just pissed off a severely hormonally pregnant woman!”

Less than the first part. That's mainly because Cheaper by the Dozen 2 has exactly the same storylines as the first film, and there is no question of originality. Steve Martin again disappoints his family and they eventually make amends. Martin and Eugene Levy are so overpowering that the other characters join in for bacon and beans. Sometimes fun, but more often just predictable and unfunny.

Same level.

I wouldn't immediately rate films like this as a sequel, on the other hand Disney has a great talent for milking films with a reasonable yield. The fact that this film didn't get a sequel after this will probably say something about the results, but for me the film is basically on the same caliber as part 1.

It is only true that now that the concept has already been explained, more can be used on the story itself. So little introduction to be seen, we are just dropped in a new environment with the same family. The problem is that the introduction was never really great, so the same approach of pushing some characters forward and forgetting the vast majority is still there.

Furthermore, it is regularly noticeable how little some characters seem to learn from their mistakes. You would think that Martin can no longer be in this kind of dire scenarios, but the opposite is true. It must have been a conscious choice to force his comedic talents out, but I find it a bit cumbersome and easy writing.

On the other hand, there is a film that still remains entertaining and does that even better than the first part. The concept where family competes against another family provides enough fun moments and it continues quite nicely. Just like the first part, it is never really a problem to sit through the film. Had a nice afternoon with these movies. As far as I'm concerned, on the same level as the first part, so also the same grade.
