Martial Law II: Undercover plot

Sean Thompson (Jeff Wincott) and Billy Blake (Cynthia Rothrock) are undercover cops specially trained in mob/urban violence. They have been working together for a long time and share life and the constant struggle of life and death on the streets. Sean looks forward to his transfer to another district so he can reunite with his partner from his training period, Tony Birelli. Little Sean knows, however, that Tony is after Spencer Hamilton, a 22-year-old top criminal who rules the area. Tony is found dead, with a broken neck, and it looks like he got behind the wheel drunk. However, Sean knows that Tony hasn't had a drop all year and becomes suspicious. He tries to gain the trust of his boss, but he is told not to interfere in this matter. The only one who can help him is Billie.
