The 'Cherokee Strip' area is being opened for white people to settle there. Ling Carter has already sneaked into the area beforehand and is in charge of the new town of Big Rock. His old enemy, attorney Dick Hudson, has so far been unsuccessful in his fight against Carter, but the odds turn when Carter becomes involved in cattle theft and murder.
