"She set the whole town talking with her saucy 'GOINGS-ON'... Oh, what a Girl!!"
1955, Vienna during the post-war occupation. The black market dealer Dr. Falke moves freely between the French, British, American and Russian sectors. After dressing up, French Colonel Gabriel Eisenstein pranks drunken Falke by depositing him asleep and dressed as a bat in the lap of a patriotic Russian statue. The next day, Falke is found by furious Russian soldiers. He is almost arrested, until his Soviet Russian friend General Orlovsky intervenes.
