The Sea Ghost plot

Captain Greg Winters is an American naval officer who, at the end of World War I, allows the German submarine commander Captain Karl Ludwig to escape prosecution. But Winters soon changes his mind when he discovers that Ludwig was responsible for his wife's death. She drowned when her ship was torpedoed under Ludwig's command.
