The Head Man plot

"Up With Laughter! Down With Gloom!"

Because he refuses to be an instrument for a political organization, Watts, an ex-senator, is relegated to the proverbial public trash. When he opposes a rival politician in a mayoral campaign, however, Watts wins the public's sympathy. As a result, he is elected as the new mayor, once again becoming a force in local politics.
