In the seventeenth century, Masaniello, a fisherman with revolutionary ideals, lives with his sister Fenella in Portici, near Naples. Fenella is stupid, but she can dance well. She falls in love with Alphonse, the son of the local tyrant. However, Alphonse is already engaged to the chic Elvira. Masaniello is not happy about the fact that his sister's heart was broken by someone of noble descent. It is the last straw that prompts him to unleash a revolution.

It should be noted that Fenella is played by world-famous ballerina Anna Pavlova. In the prologue she gives a foretaste of her enchanting footwork and then, as the poor and mute fisherman's daughter, falls, wandering around, into the arms of a Spanish nobleman who will break her heart. Fenella is even flogged and captured, which unleashes a true revolution of epic proportions. A number of nobles end up with their heads on a spike in the market square. The Spaniards then later arrive with reinforcements to retaliate for the uprising. However, Alfonso arrives too late and can only say goodbye to his beloved who dances towards heaven as a dying swan in the epilogue.
