Résidence Surveillée plot

A new neighborhood is being built in the suburbs of a large city. The buildings have only recently been inhabited or the area is being terrorized by criminals. One of the tenants confronts and manages to restore order. His neighbors appoint him the guard. Soon he makes sure that they can no longer live without him. Afterwards, he begins to abuse his authority.
