Less than ten kilometers from the Macedonian capital Skopje is the suburb of Šuto Orizari, or Shutka, the self-proclaimed and self-governed capital of the Roma gypsies. With forty thousand inhabitants it is the largest gypsy center in Europe. Shutka means something like 'garbage', but the hot and dusty place, inhabited by ex-guest workers, asylum seekers and Kosovo refugees, was soon affectionately nicknamed 'the happy valley' by the inhabitants. Outsiders are not easily allowed in, so director Aleksandar Manič enlisted the help of Bajran Severdžan, better known as the character Doctor Koljo from Emir Kusturica's Black Cat White Cat. Severdžan knows Shutka like the back of his hand and transports the viewer to the heart of one of Europe's most bizarre communities.
