Chief Inspector John Conroy hopes to fight organized crime in his city and sets up a special commission of inquiry, headed by his father, police officer Matt Conroy. John doesn't understand why his father is resisting him, but the cynical journalist Jerry McKibbon thinks he knows why. He has seen Matt in the company of gangster leader Harrigan. Jerry's loyalty to his friend John is now put to the test: how to deal with Matt and John's girlfriend Amanda, whom he is in love with.
