Kobe Kokusai Gang plot
It's 1947 and in the still ruined city of Kobe, a street gang takes control of the rickety local economy by terrorizing the population, among other things. However, the gang's territory is in danger of being taken over by both the US occupying forces and international gangs of mainly Koreans and Chinese. The gang tries to survive through a combination of violent attacks and alliances, but internal squabbles seem to spell the end of the group.
