Corruption plot

Tim Butler, a young lawyer with ideals, is elected mayor of a city and wants to get started right away to stop the corruption. But the people who got him the office are the problem. Butler perseveres, but loses the mayoralty because of a staged photo with a lady of easy virtue. He tries to prove his innocence, but when he is accused of the murder of his former campaign manager Regan, he risks ending up behind bars.
