The days of American Prohibition are over, so bootleg smuggler James Francis "Bugs" Ahearn turns to other criminal activities in California. He rents the house of the downtrodden Ruth Wayburn and hires her as his secretary. Bugs rescues Polly Cass after falling from her horse, then takes her to her house. Polly's father sells Bugs a batch of worthless stock as a reward, and when he finds out, Bugs has his gang members come over from Chicago.
